Background
The London Borough of Waltham Forest is a London borough in northeast London, England. The borough was formed in 1965 from the merger of the municipal boroughs of Leyton, Walthamstow and Chingford; it took its name from Waltham Forest – an institution which managed deer in south-west Essex.
The Requirement
Waltham Forest Council was using legacy systems and manual processes to operate its Development Management, Building Control, Land Charges and Planning Enforcement services. It needed to move to a modern, cloud-based back office IT solution and Electronic Document Management system to facilitate more cost-effective mobile, remote, paperless, collaborative working. The Council used the catalogue under Crown Commercial Service’s Local Authority Software Applications framework, RM1059 to identify a suitable provider.
