Background
The East Coast Continuation Team (ECCT) forms part of Passenger Services which sits within the Rail Group of the Department for Transport. ECCT is responsible for the management of the East Coast Mainline franchise.
The Requirement
ECCT was planning to negotiate a Direct Award to a Train Operating Company for the East Coast Mainline. To support this process, ECCT was looking to secure financial advice from a framework supplier with expert knowledge and understanding of the rail industry. The default of the existing Virgin Trains East Coast franchise had been anticipated, so ECCT opted to use the Direct Award procurement route via Crown Commercial Service Management Consultancy Framework RM3745, Lot 2- Finance, to bring in the required consultancy support in time.
